On the forum Postal Troika 2013 guests discussed in which direction should post develop. Many guests agreed that the post should be used for providing state and municipal services. Russian specialists shared their experience with foreign colleagues.

One of the most socially important projects is to give people excess to state services with the help of current postal infrastructure. Its development should facilitate excess to these services and improve their quality.   

Bishar Hussein, the chief director of the International office of the Global postal union, was the first to raise this question. He noted that in current circumstances post should find out needs of its clients, which cannot be met in any other way apart from global postal net.

He also stated that post should gain credibility form its customers and be closer to their needs. These factors should increase competition and facilitate the post taking leading positions.

Maxim Parshin deputy director of the Russian Post contributed to the discussion. He paid special attention to the unique position which the post held in Russian structure of state organizations. The post is the only means of communication between state, business, and  citizens.
